ACTION PLAN

Introduction


The National Service Scheme activities started in the Department of Vocational Higher Secondary Education during 1994-95. There are 375 VHS Schools in the State in which 2403 schools have working NSS units(243 units). The Directorate of VHSE achieved the State NSS Award for the best Directorate during 2003-2004 and the Programme Co-ordinator got Special State Award during 2004-2005. This shows the dedication and commitment of NSS functionaries working under the Cell. The NSS Cell of VHSE has the highest number of volunteer strength in the State i.e. 22,700.

Objectives

1. To implement the programme in all the VHS Schools as per the rules and regulations envisaged in the NSS Manual.
2. To give a clear knowledge about NSS to all concerned and to make them realise its prospects and possibilities
3. To introduce innovative and relevant programmes to the school units for the development of the personality of students.
4. To link the units with the community in association with other social organizations, Government Departments and Local Self Government units.
5. To highlight the social issues for social involvement and solution.
6. To strive towards sustainable development and preserve cultural heritage of our State
7. To enhance the reputation of VHSE and importance of Vocational Education.
The NSS activities done under the NSS Cell of the Directorate of VHSE during 2007-2008are remarkable. The NSS Cell and the school units have implemented numerous programmes with a new vision and dedication.



As per the decision of the Screening Committee constituted for the selection of District Co-ordinators, NSS the following incumbents are nominated as District co-ordinator, NSS with immediate effect.

Functions of the District Co-ordinators

1) To assist the guide the NSS Units for implementation of NSS Programmes at +2 level
2) To visit the NSS units for monitoring and evaluation
3) To ensure implementation of NSS Regular Activities and Special Camping Programme.
4) To bring out the publication and reports throwing light on the achievements.
5) To organize programmes in association with Government and other agencies
6) To monitor and evaluate all the NSS units in the District to provide necessary support for the conduct of Regular Activities and Special Camping Programme




General instructions to NSS Programme Officers/ units to follow as NSS Manual

Stock Register

A Stock register, listing separately, the consumable and non consumable items, should be maintained . In addition, an issue/lending register must be maintained for purpose of verification and periodic stock-checking. The entries in stock-register will be authenticated by the Head of the institution.

Record of Attendance

Attendance of student volunteers at the various sessions/camps of NSS must be recorded and their signatures must be obtained.

Minutes Book

The Programme Officer should record the minutes of meetings of the Advisory Committees and other meeting held perdiodically. This would help him/her in taking suitable follow-up action.

Personal work-diary of Programme Officer

Maintaining a personal work-diary will be useful for the Programme Officer wherein he/she notes the project details, difficulties encountered in the project, number of hours spent for NSS and future plans of action.

Work-Diary of NSS Volunteer

It will be helpful for each student volunteer to maintain a work diary to note the details of area of work, target groups, activities conducted, time spent problems and plans of further action. NSS students leaders of various projects could give details of the activities and programmes, extra hours spent attendance of the members (volunteers) and target groups. The Programme Officer has to sign the work diary thereafter.

Financial Records

While the college/school office is responsible for separately maintaining accounts for NSS and ensuring their audit, the programme officer concerned, should keep himself/herself informed of the progress of the expenditure and be aware of the accounting procedure adopted by the institutions office. He/She should ensure submission of expenditure statement and utilization certificates to the Directorate.

Special Camping Programme:

Special Camps should compulsorily be conducted out side the School preferable in adopted village and the volunteers should stay at the camp venue. No volunteers should be permitted to leave the camp venue in the evening/night.

Combined camps are not permissible. Howeve, as a temporary arrangement combined camps may be conducted with two NSS units. The proposal for the special camp in the prescribed format should be forwarded at least before one month of the camp. Special camps may be conducted during Onam vacation Christmas holidays and summer vacations (before April 30).

The programme officers have to keep in mind that 75% of the total NSS work is done by the volunteers themselves and 25% by the programme officers NSS Manual. All NSS volunteers are also free to do certain social service in their residential areas (max time 10 hours). The service rendered may be recorded in the work dairy.

The programme officers is eligible for out of pocket allowance (Rs.400 per month for 100 volunteers) subject to the satisfactory performance of NSS regular and special camping activities. Out of pocket allowance is distributed at the annual meeting of the programme officers during the month of May.

Principals are directed to convene the staff meeting immediately after the Advisory Committee meeting and explain the action plan 2008-2009. He has to ensure the co-operation of all teaches, staff and PTA for the NSS activities including 10 day special camps.

NSS Awards.

The performance of each unit will be assessed by the Directorate. The successful unit will be eligible for applying for Directorate Level, State Level and National Level Awards for best unit, best volunteer and best programme officer awards.

4. ‘International Blood Donors Day’ Seminar on 14th June 2007 at Bhagyamala Auditorium, Thiruvananthapuram inaugurated by Shri. Oommen Chandy. 50 volunteers & Programme Officers participated. NSS Programme Co-ordinator and volunteers participated in the Seminar Organized by Kerala State AIDS Control Society at Institute of Engineers Hall on the same day.

10. Training on “Life Skills Education” during 18th to 20th August 2007 organized by Family Planning Association of India at Trivandrum. This was a programme exclusively for the NSS Volunteers of VHS Schools. Forty NSS Volunteers [ 20 male and 20 female ] from different VHS Schools actively participated in this special programme .

11. ‘Sadbhavana Day’ on 20th August 2007. 50 volunteers participated in the Mass Run at Thiruvananthapuram.

12. Seminar on “Food Adulteration” at Gandhi Smaraka Nidhi, Thycaud, Thiruvananthapuram 50 volunteers and & Programme Officers participated.

13. NSS Bhavan Inauguration on 18th August 2005 by the Director, VHSE and APA at Calicut
The ‘NSS Bhavan’ constructed by the NSS Unit of REC Government VHS School Chathamangalam, Calicut was handed over to the beneficiaries in a colourful function.

14. Gandhi Jayanthi- Workshop on “Service to the Humanity and the Nation” organized by NSS and All India Boys Scouts Association at Planetarium, Calicut. APA, NSS PC, ProgrammeOfficers and Volunteers of VHS Schools of Calicut participated. On the same day Rail Swachatha Programme was also conducted at Thiruvananthapuram , Kollam and Ernakulam [ on 2.10.2007]

15. Pre Republic Day Selection at Malabar Christian College Calicut on 18.10.2007.

On the same day Seminar on “Role of NSS in Disaster Management” was held at Rest House, Thiruvananthapuram.It was organized by the District administration, Thiruvananthapuram under Urban Earthquake Vulnerability Reduction Project. 10 Programme Officers attended.

20. Seminar on “Crime-Free Society” at Haji CHMKM VHS School, Vallakkadavu. Thiruvananthapuram. Director, VHSE inaugurated the programme on 5th November, 2007 . APA & NSS PC also participated .

21. Leadership Training Camp at Marthoma Youth Centre, Adoor [ 7,8,9 November, 2007 ]

22. Pre-RD Camp at St. Michaels College, Cherthala from 11 to 20 November 2007. NSS Programme Co-ordinator & Computer Operator participated along with the organizers.

23. Workshop on ‘Role of NSS in Disaster Management’ at Aquinus College, Idakkochi. NSS Programme Officers & Volunteers of Ernakulam participated in the programme on 2nd and 3rd December 2007.

Training to NSS Programme Officers on “Energy Conservation” by Energy Management Centre & NSS Cell at Thiruvananthapuram, on 7th February 2008; Kottayam on 14th February 2006; Thrissur on 16th February 2008. The EMC has given training to all the Programme Officers of VHSE. They have conducted Energy Conservation programmes in their own Units.

32. The NSS State Award Function was hosted by NSS Cell, VHSE on 22nd February 2006 at Senate Hall, Thiruvananthapuram.

Sajith Vijayaraghavan, Director VHSE, inaugurated the programme. NSS Programme Co-ordinator & Programme Officers also participated in the programmes on 24,25, 27 & 28 March 2006.
